Vitali Galitskihh, Head of Tallinn Office of Ilyashev & Partners Law Firm, took the floor to deliver an overview of Estonia’s digital public services within the framework of IT Business & Legal Forum, which took place on 24 November 2021 in Kiev. The event was organized by Yurydychna Praktyka Publishing House.
Vitali Galitskihh spoke about the digital transformation of public services in Estonia and the experience of the state in the field of digitalization. For about 20 years, all document flow has been carried out in Estonia in electronic form. Vitali noted that 98% of the Estonian population submits their declarations electronically. Also, Estonia has digitized all state registers, forming in 2001 a unified information system X-ROAD.
The panelists discussed the operation of digital state services in Ukraine, the legal risks of digital transformation of the state, when innovations outpace regulation, the impact of the pandemic on innovative solutions, as well as increasing the reliability of the information society infrastructure.
