On January 27, 2015 the American Chamber of Commerce in Ukraine hosted a meeting of the Customs Committee with participation of the adviser of the Prime Minister of Ukraine Mr. Valeriy Pyatnitskyi, Acting Chairman of the State Fiscal Service of Ukraine Mr. Anatoliy Makarenko, Acting President of the ACC Mr. Taras Kachka, heads of departments of the State Fiscal Service of Ukraine, international trade lawyer at Ilyashev & Partners Law Firm Olena Omelchenko and other business representatives.
The participants discussed the prospects and problems of implementation of WTO trade facilitation agreement. They elaborated on introduction of the institution of an authorized economic operator, simplification of customs control by virtue of post-audit, appealing the decisions of customs authorities, release of goods into free circulation under equivalent assurance, implementation of the mechanism of “One-Stop Service Centers”, etc.
The participants devoted special attention to the matter of introduction of requirements posed by the Law of Ukraine “On measures of stabilization of the balance of payments of Ukraine in accordance with Article XII of the General Agreement on Tariffs and Trade 1994”.
In particular, Olena Omelchenko zeroed in on the need to provide a reasonable period for adaptation of business if the Law of Ukraine “On the balance of payments” enters into force. She also raised the issue of the need to establish the National Committee for Coordination of mutual actions undertaken by governmental authorities and business for proper implementation of the WTO Trade Facilitation Agreement.
