On February 24, 2017 Oleksandr Fefelov, attorney at law, the Head of Antitrust and Competition Practice at Ilyashev & Partners Law Firm, was re-elected as the member of the Public Council at the Antimonopoly Committee of Ukraine.
Oleksandr Fefelov actively participates in the activities of the Public Council commencing from 2012 to ensure successful policy-making activities in the sphere of antimonopoly and competition law, improvement of effective cooperation of the state authorities, business and public society. Starting from 2015 Oleksandr headed the legal committee of the Public Council at the Antimonopoly Committee of Ukraine.
In 2017 Oleksandr is planning to concentrate his efforts on the matters of fighting against unfair competition and abuse of monopoly at certain commodity markets of Ukraine. In addition, according to him, among the real prospects for success is the participation of the Public Council in the development of regulatory framework of such direction in the sphere of competition law as regulation of provision of assistance to business entities at the expense of the state authorities and state-financed organizations. Taking into consideration the Law of Ukraine “On the public procurement”, which came into force, improvement of regulation of the procedures on challenging the decisions, actions and inaction of the persons initiating the public procurement procedures may also be of importance (from the point of view of protection of interests of the procurement agents).
For more than 20 years Oleksandr Fefelov has been engaged into the matters of anti-monopoly regulation in Ukraine. As the Head of Antitrust and Competition Practice at Ilyashev & Partners Law Firm Oleksandr Fefelov represents the clients’ interests in anti-monopoly disputes, takes part in consideration of cases related to unfair competition, abuse of monopoly, and other violations of legislation on protection of competition, coordinates receiving of the AMCU merger clearance for concentration and concerted actions. Among his projects during the recent years are also the major deals on mergers and acquisitions: acquisition of RWA Dea AG by Letterone holding, legal support of a number of big transactions of Alpha Group (including on acquisition of 100% of the equity stake of IDS Borjomi), acquisition of Alior Bank and four insurance companies in the Western Europe by PZU S.A. holding, acquisition of Buckeye Technologies by Koch Industries, and purchase of Chemtura Agrosolutions Corporation by Platform Specialty Product corporation.
