Ilyashev & Partners Secures Extension of Anti-Dumping Duties on Turkish Cement Pending Review

News date: 13 October 2026

Ilyashev & Partners’ International Trade team, under the supervision of Partner Olena Omelchenko, has successfully initiated a review of anti-dumping measures against imports of cement originating in the Republic of Turkey and secured the continuation of these measures during the review period.

The anti-dumping measures originally imposed in 2021 to safeguard Ukrainian cement producers against dumped imports were set to expire on October 14, 2026.

Based on the complaint filed by Ilyashev & Partners on behalf of the domestic producers represented, the Interdepartmental Commission on International Trade (ICIT) adopted Decision No. AD 610/2026/441-01 dated 12.10.2026 to initiate an expiry review of the anti-dumping measures and to extend the definitive anti-dumping measures for the duration of the review.

This decision ensures ongoing protection for the Ukrainian cement industry against dumped imports until the ICIT renders a final decision based on the review’s outcome.

Anti-dumping duties on cement imports from Turkey were imposed by the ICIT in 2021 following an investigation in which Ilyashev & Partners also acted for the Ukrainian domestic producers. The duties applied for five years at rates ranging from 32.64% to 40.73% for specified Turkish producers and exporters, and 50.54% for all other producers and exporters from Turkey.

“The Ukrainian cement industry is of strategic importance for the country’s reconstruction. Amid the ongoing war, preserving domestic production capacity, jobs, and investment in the sector is crucial. Allowing the anti-dumping measures to expire would risk a surge in dumped imports, a reduction in domestic production, and increased dependency on foreign products,” noted Olena Omelchenko. “We represented the interests of Ukrainian producers in the original anti-dumping investigation in 2021 and continue our work today to ensure robust trade defense for the industry. The initiation of the review and the extension of current measures while it is conducted represent an important milestone, enabling domestic manufacturers to continue competing on a level playing field.”

In this matter, Ilyashev & Partners represents leading Ukrainian cement producers belonging to the Ukrcement Association: JSC Podilskiy Cement, PrJSC Vipcem, PJSC Ivano-Frankivsk Cement, PrJSC Kryvyi Rig Cement, PJSC Mykolaivcement, and LLC Tsement.

The project team comprised Olena Omelchenko, Partner and Head of International Trade Practice at Ilyashev & Partners, and Karine Altunian, Lawyer.
