Ilyashev & Partners’ International Trade team under the supervision of Olena Omelchenko, Partner, representing San Teh Rai LLC and Uterm Ukraine LLC, the national manufacturers, initiated an anti-dumping investigation into the imports of heating radiators originating from the Republic of Turkey and the People’s Republic of China to Ukraine.
Based on the results of the consideration of the complaint filed by San Teh Rai LLC and Uterm Ukraine LLC, the Interdepartmental Commission on International Trade, by Decision No. AD-561/2024/441-01 dated 12 April 2024, initiated an anti-dumping investigation into the import of goods from the Republic of Turkey and the People’s Republic of China to Ukraine with the following description: heating radiators (steel, aluminum, bimetallic), classified under the Ukrainian Classification of Goods for Foreign Economic Activity (UCGFEA) codes 7322 19 00 00, 7615 20 00 00, 7616 99 10 00, 7616 99 90 00.
“Companies have been waiting for this extremely important decision since 2023. During this period of time, dumping of radiators has caused significant losses to Ukrainian companies, which already work under challenging environment, – Olena Omelchenko notes. – The application of anti-dumping measures will help maintain production volumes, retain employees, replenish the state budget and strengthen the economy.”
According to the results of the anti-dumping investigation, an anti-dumping duty may be imposed on imports of Turkish and Chinese heating radiators in order to restore fair competition and protect the national producer against dumped imports. An anti-dumping investigation may take up to 12 months to complete.
