Ilyashev & Partners Initiates Anti-Dumping Investigation Into Imports of Coated Carbon Steel Products to Ukraine

Ilyashev & Partners’ International Trade team, headed by Partner Olena Omelchenko, representing Ukrainian steel producers Modul-Ukraine LLC and Polysteel LLC, with the support of Profiltekh LLC, initiated an antidumping investigation into imports of coated carbon steel products originating in the Republic of Turkey, the Socialist Republic of Vietnam, the Republic of Korea and the Republic of India into Ukraine.

Following the review of the complaint filed by Ukrainian producers, the Interdepartmental Commission on International Trade, by its Decision No. AD-603/2026/441-01 dated 22 May 2026, initiated an anti-dumping investigation into the imports to Ukraine of goods from Turkey, Vietnam, Korea and India, having the following description:  flat-rolled products of carbon steel, clad, plated or coated, classified under the Ukrainian Classification of Goods for Foreign Economic Activity (UCGFEA) codes 7210 70, 7210 90 and 7212 40 (except for flat-rolled products of carbon steel coated with tin (tinplate or tinned tinplate) with a thickness of 0.14-0.28 mm (including the thickness of the tin coating layer), with a lithographic image and/or a protective lacquer coating, used for the production of metal (tin) food containers and packaging and supplied in sheets with a maximum size of 1,000 by 1,000 mm, classified under UCGFEA code 7210 70 10 00).

“Ukrainian industry, including the rolled steel market, operates under the conditions of prolonged full-scale armed aggression and remains in a vulnerable state due to the destruction of logistics infrastructure, shortage of financial resources, and workforce losses. To maintain its market share against dumped imports, the domestic producer was forced to adjust product prices downward, which negatively affected its profitability and earnings,” noted Olena Omelchenko. “Given the limited capacity of Ukrainian enterprises to withstand such pressure, dumped imports pose a real threat of displacing the domestic producer from the internal market. Under these circumstances, the imposition of antidumping measures is a justified and necessary tool to protect national interests.”

The above anti-dumping investigation may result in the imposition of an anti-dumping duty to restore fair competition and protect domestic manufacturers. Anti-dumping investigations can take up to 12 months.
