Ilyashev & Partners’ International Trade team, headed by Partner Olena Omelchenko, representing Rozma Trading House LLC, a domestic manufacturer, initiated an antidumping investigation into imports of water supply and heating system fittings from the People’s Republic of China and the Republic of Turkey to Ukraine.
Following the review of the complaint filed by the Ukrainian producer, the Interdepartmental Commission on International Trade, by its Decision No. AD-569/2024/441-01 dated 15 October 2024, initiated an anti-dumping investigation into the imports to Ukraine of goods from the People’s Republic of China and the Republic of Turkey, having the following description: polypropylene pipe fittings (including copper alloy ones) and copper alloy fittings with polypropylene for water supply and heating systems, classified under the Ukrainian Classification of Goods for Foreign Economic Activity (UCGFEA) codes 3917 40 00 90, 7412 20 00 00.
“Dumping in fittings from China and Turkey seriously damages Ukrainian manufacturers, who are already working under extremely challenging conditions. As of today, only trade investigations can be used by the government to support Ukrainian businesses in order to restore fair competition on the domestic market. National manufacturers expect the Ministry of Economy and the Interdepartmental Commission on International Trade to make prompt, effective decisions regarding provisional and definitive antidumping duties to maintain production volumes, retain employees, and replenish the state budget during wartime,” Olena Omelchenko said.
The above anti-dumping investigation may result in an anti-dumping duty being imposed on imports of water supply and heating systems fittings from Turkey and China to restore fair competition and protect domestic manufacturers. Anti-dumping investigations can take up to 12 months.
Rozma Trading House LLC is a Ukrainian manufacturer of polypropylene systems for heating and water supply, steel radiators and sewage systems.
